sicut inquit Paulus Eph. 4, 5.6: una fides, unum baptisma, unus deus et pater omnium etc.

sicut – just as, just like; inquit – he says; una – one; fides – faith; unum – one; baptisma – baptism; pater – father; omnium – of all

just as Paul says in Eph. 4:5-6: one faith, one baptism, one God and father of all, etc.

ad – to, towards, for the purpose of; excitandam – exciting, arousing; confirmandam – confirming; fidem – faith; his – those; qui – who; utuntur – use; proposita – propose, set forth,  [neut. pl. participle, agrees with "signa" and "testimonia"]

set forth for arousing and confirming faith in/among those, who use [them]
